How can I make flash-like animations and movies without paying for any software?

I want to make something like a flash movie, but I search google and any flash related little thing costs money :( Is there any way I can make flash-like movies for free? I don't much care if the quality sucks, it's just that using Paint Shop Pro and Animation Shop just isn't working to my prefered specifications.
